Firearm Certificate Guide

Understanding first applications, variations and one-on/one-off dealer exchanges in Northern Ireland.

Choose / reserve subject to licensing
Where Recce NI purchase rules permit it, you can select and financially commit to or reserve the firearm you intend to apply for.

Use verified firearm and dealer information rather than guessing make, model, calibre or other identifiers.

Possession only after lawful authority
Payment or reservation does not itself authorise possession. Recce NI releases a firearm only when the required authority is in place.

Route 1

First Firearm Certificate Application

For customers applying for the required Northern Ireland Firearm Certificate (FAC) for the first time.

    Decide your shooting purpose

    Start with target shooting, clays, hunting, vermin control or another genuine shooting purpose. Use Start Shooting if you are not sure where to begin.

    Complete the relevant prerequisite route

    For target shooting, complete the membership and attendance process required by your club before relying on the club to support your application.

    Choose the actual firearm

    Identify the firearm and configuration you intend to acquire. Recce NI can help compare suitable products for your intended use.

    Purchase / reserve subject to licensing

    Where the current purchase rules permit it, reserve or financially commit to the selected firearm. This does not give authority to possess it.

    Get verified firearm and dealer details

    Recce NI can provide the product/dealer information available for the application, including verified make, model and calibre and the serial status where available.

    Submit your application to PSNI

    Firearm licensing is handled by the PSNI Firearms & Explosives Branch through the current PSNI firearms licensing process.

    Complete referee / club verification where required

    PSNI may require referee information and, for target shooting, relevant club-official verification depending on the application.

  8. 8

    Await the PSNI decision

    Recce NI does not approve firearm certificates and cannot guarantee the outcome or processing time.

    Complete handover only when authorised

    If the necessary authority is granted, Recce NI completes the lawful collection or transfer process.

Route 2

Variation

For an existing FAC holder who wants to add, replace or otherwise change firearm authority recorded on the certificate.

    Choose the firearm you want to acquire

    Identify the actual firearm and variation/configuration before starting the application where possible.

    Ask whether one-on/one-off may apply

    If you are replacing a firearm already on your FAC, ask Recce NI whether a dealer substitution can be used before starting a normal variation.

    Reserve / identify the firearm subject to licensing

    If a normal variation is required, identify or reserve the firearm under the applicable Recce NI purchase rules.

    Get the exact firearm and dealer details

    Current PSNI variation guidance asks for firearm details and, when acquiring from a dealer, dealer information / dealer documentation.

    Submit the variation to PSNI

    The current My PSNI Portal supports Variation of a Firearm Certificate applications.

  6. 6

    Await the licensing decision

    Do not treat the reservation or payment as authority to possess the firearm.

  7. 7

    Complete the dealer transaction when authorised

    Collection or transfer takes place only after the required authority exists.

Route 3

One On / One Off Dealer Exchange

A dealer-managed substitution can be available when you are replacing a firearm already held on your FAC. The qualifying route depends on the firearms involved, so Recce NI checks the proposed exchange before confirming it can be used.

    Tell us what firearm you currently hold

    Provide the FAC and firearm details needed for Recce NI to identify the firearm being taken off your certificate.

    Choose the replacement firearm

    Tell Recce NI exactly which firearm you want to acquire in the same transaction.

  3. 3

    Recce NI checks which dealer substitution route applies

    A shotgun-for-shotgun substitution, a same-type-and-calibre substitution, or a qualifying rifle exchange within the PSNI banded system may be possible. The rules are not identical for each route.

    Eligible exchanges use the dealer process

    Where the proposed exchange meets the current requirements, Recce NI completes the dealer-managed substitution and the required PSNI process.

    If it does not qualify, use the normal variation route

    If the proposed exchange cannot be handled as a dealer substitution, Recce NI will direct you to the normal variation process.

Like-for-like / dealer substitution
  • A shotgun may be substituted for another shotgun through the dealer process where the current requirements are met.
  • For other eligible firearms, a replacement of the same type and calibre may qualify.
  • Prohibited weapons remain excluded from the ordinary dealer-substitution route.
Banded rifle exchange
  • The PSNI banded system is a separate rifle route and applies only to the rifles and calibres listed in the bands.
  • The old and replacement rifles must fall within the same band, although the calibre and rifle action/type may differ where the current banded rules allow it.
  • Muzzle-loading rifles, prohibited weapons and rifles conditioned solely for target shooting are excluded from the banded route.

Do I need a firearm certificate before I choose a firearm?

You can choose and, where Recce NI purchase rules permit, reserve or financially commit to a firearm subject to licensing. That does not give you authority to possess it. The firearm is not released until the required lawful authority exists.

Who decides my application?

The PSNI Firearms & Explosives Branch handles firearm licensing in Northern Ireland. Recce NI can provide product/dealer information and explain the customer purchase process, but does not make the licensing decision.

What is a variation?

A variation is the route used by an existing FAC holder when they need to add or change firearm authority on the certificate. PSNI guidance says an additional firearm requires a variation and good reason.

What is one-on/one-off?

It is a dealer-managed substitution of a firearm already held on your FAC for a replacement firearm in the same transaction. Depending on the firearms involved, this may be a shotgun-for-shotgun substitution, a same-type-and-calibre substitution, or a qualifying rifle exchange under the PSNI banded system. Recce NI checks the proposed exchange first.

Does every exchange qualify for one-on/one-off?

No. Different conditions apply to shotgun substitutions, same-type-and-calibre substitutions and banded rifle exchanges. Recce NI must check the firearm currently held, the proposed replacement and the conditions on the FAC.

What happens if my exchange does not qualify?

The normal variation route may be required. Recce NI can explain which customer journey applies to the proposed transaction.

Can Recce NI help with my application information?

Yes. Where verified product and transaction data is available, Recce NI can provide the firearm and dealer details needed to help you complete the application accurately.

Can I reserve a firearm while an application or variation is underway?

Where the current Recce NI purchase rules permit it, a firearm may be reserved or paid for subject to licensing. Reservation/payment is not authority to possess the firearm, and lawful handover only takes place once the required authority is in place.
